You connect the charging cord or a USB cable to a Smartphone or tablet, tablet is not charging properly. Don’t panic. Do everything in order, and you will detect the problem easily. Everything listed below is not only suitable for phone/Smartphone but for the tablet as well.
Remember! The battery is not a toy, you need not try to disassemble, puncture, press, heat, short or damaged it in any other way! Any attempt of unqualified repairs with high probability will lead to unpleasant consequences.
The easiest way to do this is by replacing it on an obviously working one or do the same thing with the one that you have.
If the charge percentage increased, it means the charger is conditionally suitable.
If the phone is not charging android, it is often the result of using not “native” charger that is not suitable for charging this smartphone, which is especially critical when charging the tablets.
If anything of the above is the case, you should replace the charger if your battery is less than one year old if it is more than one year old:

From my personal experience, I can say that a charger with a voltage of 5,1 volt 500mA 5.1 charges faster than a charger with a voltage of 5 volts and current of 1A (but this only applies to old Phones/Smartphones with batteries of up to 3000mA and without Type-C).
